Is there no 2014 .net wizard for VS 2010 ??

I too found the absence of the VS 2010 project template strange… Especially after Kean’s comments here:

I’ve installed ObjectARX 2014 Wizard and .NET 2014 Wizard with VS 2010 without any problem. And both of wizards working like always. It is look like typo on developautocad page.

Can dll’s for 2014 be developed in VSExpress 2012 ?
I was asked recently and wasn’t able to answer ’cause I’m not yet set up properly.
Are you able to provide any tips, hints etc.
